Mid-conversation language switch for voice agents

Voice agents can now change listening and speaking language without ending the WebRTC session. Use the agent API for explicit control, or turn on optional spoken-language auto-switch when you want the runner to swap models after detection.

Auto-switch defaults to off so LID can stay enabled for analytics and user_language events without changing STT/TTS. Conversation history stores an optional language code on each utterance when ingest knows it.
